Dartford & Gravesham NHS Trust Procurement Department is transitioning to an in house function, presenting an exciting opportunity for a Band 8b Senior Sourcing Manager to join our new sourcing team. As an integral team member you will be key to the evolving Procurement Strategy.

Key deliverables will include leading and supporting all aspects of commercial, strategic and operational planning and delivery. The identification and delivery of cash releasing and non-cash releasing efficiencies to support Dartford & Gravesham NHS Trust wider Quality Cost Improvement Programme (QCIP) savings agenda.The team will be responsible for operational sourcing, strategic procurement (clinical and non-clinical), Procure-2-Pay (P2P), data analytics, governance and compliance, both operational and strategic contract management, whilst managing and maintaining relationships with internal and external stakeholders.

The Senior Sourcing Manager role is a key role to support the Director of Procurement, assisting with the implementation of the Dartford & Gravesham NHS Trust vision and strategy for driving a Best in Class Procurement Service. This role will report directly to the Director of Procurement, providing subject matter expert advice across procurement operations and associated reports, information and data that support the direction of Dartford & Gravesham NHS Trust.

Main duties of the job

The post holder is responsible as the leading Portfolio expert for the management of spend across Dartford & Gravesham NHS Trust. The purpose of the role is to ensure, both compliance with relevant policies and procedures and the delivery of cost improvement targets.

To lead on the development and implementation of the long term strategies that will support the service requirements. To develop and implement all policies and procedures to support the service ensuring compliance of the relevant legislation and Standing Financial Instructions (SFI's)

To lead and develop a long term cost improvement plan that will meet with the service needs of Dartford & Gravesham NHS Trust. Ensuring that the plan includes timelines as enablers to support proactive Contract/ Service management.

To broaden the scope of the service from a Portfolio/ Contract perspective, ensuring that the service continues to meet the multi complex needs of the Trust.

Job responsibilities

Specific ResponsibilitiesResponsible for leading the negotiation of highly complex/ high value commercial contracts.

Responsible for resolving any legal challenges from unsuccessful bidders through the de-brief procedure as set out under the Public Procurement Regulations and where necessary through formal arbitration.

Responsible for resolving contractual disputes with incumbent suppliers and ensuring appropriate contingency and exit plans are agreed where required.

To be the Procurement expert for Dartford & Gravesham NHS Trust on the Public Procurement Regulations and associated Case Law.

Responsible for and leading on detailed financial analysis and modelling of spend categories and operational processes to support options appraisal.

Responsible for ensuring tender evaluation methodologies are appropriate to evaluate different purchasing scenarios and in accordance with the Public Procurement RegulationsResponsible for developing and managing an annual Procurement Calendar detailing specific planned initiatives and a 5-year Portfolio Strategy detailing work streams of initiatives which impact across all non-pay spend.

Responsible for appropriate prioritisation of initiatives within the Procurement Calendar and Portfolio Strategy and balancing competing priorities to ensure delivery to plan.

Responsible for ensuring clinical stakeholder engagement via Product Selection Group and direct contact for relevant purchasing decisions which have a direct impact on patient care.

Responsible for the implementation of contract policies across Dartford & Gravesham NHS Trust.

Person Specification

EDUCATION AND TRAINING

Essential

  • MCIPS or equivalent experience
  • PRINCE II Practitioner or equivalent experience MBA or equivalent experience
  • ECDL Advanced


KNOWLEDGE / SKILLS

Essential

  • Expert technical knowledge across the fields of purchasing and contracting including the Public Procurement Regulations, NHS SFI's
  • Ability to interpret statutory and DH guidance and recommend necessary actions
  • Excellent persuasion, negotiation and interpersonal skills
  • Advanced organisational skills
  • In-depth understanding of the strategic direction of the purchasing function both within the NHS and other business sectors
  • Skilled in dealing with complex contract negotiations
  • Able to balance a large number of competing priorities and to switch from one activity to another as required.
  • Able to manage staff of all levels
  • Excellent communication and presentation skills particularly at a senior level
  • Able to write new purchasing policies and ensuring effective implementation and ongoing management in a multi complex environment

EXPERIENCE

Essential

  • Significant experience of working at a senior level, leading a large team and delivering a professional Portfolio service in a multi complex environment.
  • Significant experience of managing Clinical and Non Clinical contracts in a highly complex environmen
  • Current experience of managing complex Procurement projects across the supply chain service.
  • Proven significant period of experience of post qualified experience of multi portfolio management
  • Proven record of achievement to deliver significant percentage reductions in cost over a sustained period
  • Ability to demonstrate the successful delivery of required cost improvement financial targets to support both NHS Trusts annual plans
