The Learning and Development Consultant is a senior post within the organisation and within the Learning Education and Development Team. Training will help achieve a competent workforce to support the ongoing development and changes in the organisation specifically in response to the current changes in the delivery of health and social care.

The post holder is responsible for supporting the delivery of a comprehensive and high quality programme of learning and development initiatives to ensure high standards of management practices and leadership behaviours within NCH& C. Learning and development programmes will be accessible to both clinical and non-clinical staff.

Main duties of the job

The primary function of this post is to provide an in-house learning, education and consultancy service that includes training delivery and learning facilitation, undertake/participate in training and workforce development projects, develop and manage the organisations learning and development quality assurance and evaluation processes and support in the supervision of staff within the department.

Job description

Job responsibilities

Professional responsibilities Liaise with relevant functional leads to develop a comprehensive TrainingNeeds Analysis (TNA) across the organisation in support of establishing adelivery plan for the organisation. This will include understanding theorganisational requirements, assessing the needs and developing anddelivering technical training and relevant professional development for both clinical and non-clinical staff and [where relevant] patient and publicrepresentatives to meet the expectations. The postholder will be required to analyse and present a range of options for consideration, making arecommendation with clear rationale for the approach. Conduct training sessions to small and large groups on complex sensitiveissues ranging from equality and diversity to leadership behaviours tointerpersonal skills. Teaches and devises learning and development programmes, providingspecialist, complex and sensitive Leadership development training andconsultancy advice. Develop and deliver a variety of training programmes and workshops across the organisation within own sphere of activity and support colleagues as necessary. Workshops can be up to 40 people at one time, delivered in person or virtually and are planned 6-12 months in advance to ensuring resourcing (staff, facilities, and equipment) can meet demand. Manage the development and delivery of a comprehensive leadershipdevelopment programme to support the development needs of managers within NCH& C. Manage the development and implementation of a comprehensive Quality Assurance and Evaluation process for training provision within NCH& C. Develop detailed training materials including all delivery notes and supporting learning material. Develop, implement, evaluate and update a comprehensive managementinduction programme targeted at newly appointed [within or to NCH& C]managers. Support the development and implementation of policies relating to training and development, quality assurance and evaluation that will impact across the organisation. Identify training requirements set out in organisation wide policies and establish a programme of activity to support these. Contribute to the development of other key initiatives being undertaken by colleagues within NCH& C Collaborate with colleagues in developing and providing training for staff as appropriate. Play a vital role in supporting the development and implementation of the NCH& C Organisational development strategy in consultation with the Head of Staff Experience and HR & OD Director. Assist in the supervision of staff within the Learning Education and Development team, taking particular responsibility for the development of knowledge in relation to Quality Assurance and Evaluation processes.

Financial responsibilities Take responsibility for the identification of financial requirements for specified training and development programmes and monitor the budget allocated to those programmes of activity, ensuring that they provide value for money. Responsible for monitoring stock within the team and requesting supplies as required to maintain training delivery.

Information management Provide regular updates and reports to the Head of Staff Experience Identify promotional requirements to ensure that training programmes are advertised widely [as appropriate] across the organisation. Assist in the collection and collation of all data relevant to the organisations training provision and support in the production of a detailed progress report on a quarterly basis. Represent the organisation [NCH& C] on relevant groups and sub-committees. Develop working relationships and negotiate joint working partnerships with Staff side and union representation. Manage the intranet-based virtual learning provision to support management development programmes of activity.

Research & Development Keep up to date with legislation and regulations surrounding NHS management and clinical service models of provision and performance standards. Keep up to date with national and international management development techniques and models. Undertakes internal and external research on training and development activity. Analyse and interpret results to implement improvements to NCH& C training and development. Identify and prioritise the essential components of a comprehensive management development programme as part of the wider Organisational development strategy working closely with the Executive Directors and their teams to ensure their specific training needs are incorporated. Plan and prioritise the programme taking into account the needs of each business unit. Assess requirements for the future development of the programme and its continued success. Plan future training by analysing the needs of the workforce and developing solutions to meet those needs. Analyse training evaluation data and recommend changes to the NCH& COrganisational development strategy and leadership development programmes as a result. Use this data to facilitate benchmarking with external organisations. Evaluate and report on the participation in NCH& C internal training and development courses and external provision, identify barriers to accessing existing provision and explore ways to respond to these. Take the lead on training related quality control and systems which will be adopted by the Learning Education and Development (LEAD) team.

Essential

  • CIPD qualification (CTP) or teaching certificate or equivalent in relevant field
  • Educated to degree level or equivalent work experience
  • Specialist knowledge of field to postgraduate diploma level, acquired through relevant professional qualifications or relevant experience
