An exciting opportunity has arisen at Bedfordshire Hospitals NHS Foundation Trust for a Senior Estates Manager to take on the role of maintaining our operational sites as well as ensuring statutory compliance.

This is a senior management role and is critical to the operational development of the Estates and Capital function. The role is primarily designed to provide Strategic and Operational Estate's Maintenance leadership, managing the development of directly employed teams and external delivery partners with the aim of delivering customer focused and compliant maintenance and engineering services to the Trust.

The post holder will have experience and technical knowledge to make decisions and ensure we maintain continuity of service for life critical infrastructures. You will be a qualified engineer to a degree level with extensive experience as a senior maintenance manager who has strong credentials in areas of performance management, Estates management with strong hard FM experience and demonstrable leadership qualities.

The role has cross-site responsibilities and will primarily be based at Luton and Dunstable Hospital.

Main duties of the job

Ensure the hospital sites are operational 24/7. To achieve this, the role will have some flexibility in working hours and on-call responsibilities, however core days are Monday to Friday.

Manage the planned and reactive maintenance of essential systems across the diverse building services of the Trust estate. This will include the monitoring of all infrastructures and will support the Head of Operational Estates in providing assurance to the Trust that we are operating safe sites with patient safety being paramount to our core function.

Undertake a number of Authorised Person roles, which could some or all of the following: High Voltage, Low Voltage, Lifts, Medical Gases, Ventilation, and Decontamination. This list is not exhaustive and may alter over time. Act us Deputy Responsible person for Water systems.

Write reports and present at departmental and divisional meetings.

Manage budgets, review and challenge costs for maintenance and projects.

SPECIFIC DUTIES & RESPONSIBILITIES

1. Estates Planning

Contribute to the formulation of the Trust's Estate Strategy, in particular to advise on relevant engineering aspects of the development of the estate in accordance with the Trust's Service Development Strategy.

Assist the Head of Operational Estates in the development of a capital program for the Trust taking in to account relevant legislation and guidance, the Trust's Estate and Energy Strategies, the condition of existing assets and any other relevant criteria. To provide a similar service to Bedfordshire PCT in the development of their capital programme.

Assist and advise other project and scheme leads where required on all engineering aspects of capital projects and works schemes.

Contribute to the Development of long-term plant replacement program for Engineering Systems.

Keep abreast of current technology and research developments to ensure best value for money and a modern healthcare environment in the design, construction and installation of new buildings, plant, equipment and systems.

2. Professional and Technical Services

Provide advice, guidance, coaching and training on professional and statutory issues to Trust Managers and Modern Matrons as required.

Ensure any safety alerts from the Department of Health (DoH) or the Medicines and Healthcare Products Regulatory Agency (MHRA) are actioned in accordance with guidance and deadlines provided as appropriate for area of responsibility.

Contribute to the management all statutory and general records of engineering plant and services in accordance with the requirements of the Health & safety at Work Act 1974, Factories Act, etc.

Maintain the programme for statutory compliance on Legionella for Bedford Hospital NHS Trust and Bedfordshire PCT, as part of the role of Nominated Officer for Legionel1a as laid down in the Code of Practice Guidance note L8.

Be responsible for the implementation of Permit to Work systems as detailed in Hospital Technical Memorandum's (HTM's) and any relevant Codes of Practice.

Act as the Trust's Authorised Person/Responsible Officer for a range of services

Produce and update the Estate Management policies and procedures relating to building services engineering issues, and advise the Assistant Director of Estates and Engineering of any change in statutory compliance legislation. To ensure compliance with asbestos legislation.

Advise upon all Estate related Legislation, Statutory obligations, Codes of Practice etc., and as far as is practicable work towards the provision of services in compliance with these. Ensure that satisfactory arrangements exist for compliance with all Health & Safety and Statutory Regulations including all Hospital Technical Memorandums and Choice Frame Works for local Policy Procedures (CFPP). Ensure work is carried out in compliance with all appropriate guidance & legislation, including Health & Safety, NHS HTMs & HBNs, British Standards, Building Regs etc

Make judgments on highly technical issues across the full range of the estate operation taking into account the competing needs involving health and safety, legislation and financial constraints.

Manage the Estates team and act with autonomy in the investigation of losses of service and equipment/system breakdowns as required, including water, power, heating, ventilation, cooling, medical gases and security systems, providing technical and professional expertise to recommend and implement solutions.

Procure, performance manage and be responsible for a range of contractors used in support of delivering Building and Engineering maintenance services

Ensure that staff, both DEL and contract, are competent for any intended work on premises/equipment.

Be the Trusts Authorised Person for Decontamination and assume all duties this post holds.

Deputise for the Head of Operational Estates and provide Estates based leadership/ support. To directly manage, a team of Professional, Technical managers to ensure that Building and Engineering maintenance services are delivered to the Trust and its clients for whom it holds this responsibility.

Act with autonomy as the Lead Responsible Person for Asbestos under the Control of Asbestos Regulations and all the duties this encompasses providing leadership to the Deputy Responsible Person(s) and the organisation.

Management responsibility for the Trust's Building Management System and develop the system to provide maximum benefit to environmental management, cost reduction and patient comfort.

To have full autonomy to manage and be responsible for budgets under the post-holders control and manage the Trusts TfE CIPs programme relating to those budgets.

Delegated budget holder for Operational Estates Department.

Budgetary authorisation for Capital Expenditure to match the Head of Operational Estates.

Maintain and hold responsibility for the long-term plant replacement program for Engineering Systems.

Have autonomy for the creation and maintenance of an Authorising Engineer, Authorised Person and Responsible Person register to match HTM requirements, ensuring appointments are in-place and advising the Assistant Director of Estates and Engineering on disciplines where appointment cannot be made.

3. Estate Maintenance & Operations

Assist in maintaining a risk assessed and costed database of all items of backlog maintenance and use this to develop maintenance and capital programmes.

Ensure that all service interruptions and other related work is appropriately planned and notified including risk assessments, method statements and appropriate permit to work systems.

Maintain close liaison with other estates colleagues including: H& S Officer Fire Officer, Sustainability Manager, Estates Manager, Business Manager

Use the Trusts risk management system in accordance with Trust policy, including management of risks on the risk register, ensure incident reporting is embedded in the Departmental culture, carrying out Root Cause Analysis as required and ensuring that all safety alerts are responded to in a timely manner.

Participate in the development and implementation of the Trusts risk management strategies across the estate, by developing and maintaining close working relationships with the Trusts Risk Advisors, including the Health and Safety (H& S) and Infection Prevention and Control (IPC) teams.

Ensure that systems are in place to monitor and review all risk-management related performance concerning the work of the maintenance team, and that there is a robust system in place to notify, investigate and follow up incidents and near misses, in line with the Trusts Incident Reporting Policy, and statutory requirements such as RIDDOR.

Ensure maintenance staff are competent in the skills required for their trade, participating in the selection and recruitment process for maintenance managers, supervisors and trade staff as required. In conjunction with the Technical Services Manager ensure that buildings, plant and equipment are maintained and operated efficiently, economically and safely, ensuring minimum disruption or interruption to clinical and non-clinical services.

Effectively manage a directly employed team. This includes being able to demonstrate empathy at times of personal crisis and also having the ability to have difficult and challenging conversations with individuals regarding their performance / conduct / personal issues.

Responsibility for the recruitment, training and ongoing competence of staff.

Continually review the performance of the maintenance team, in terms of productivity and customer service, as measured for example by job completion rates, evaluating, and where appropriate, implementing new ways of working to enhance performance.

Assist in the investigation of losses of service and equipment/system breakdowns as required, including water, power, heating, ventilation, cooling, medical gases and security systems, providing technical and professional expertise to recommend and implement solutions.

Monitor working practices and methods to eliminate wasteful practices and unnecessary expense so as to maximise efficiency.

Coordinate the management of all engineering plant maintenance contracts, to maintain plant in good working order and ensure compliance with all statutory regulations and Health Technical Memoranda, inclusive of all re-tendering, integration of service contracts for new plant.

Coordinate the management of remedial works arising from maintenance contract works and plan and prioritise these works.

Carry out risk assessments and draw up action plans to mitigate risk on estate maintenance issues.

Interpret legislative guidance and put in place measures to achieve compliance.

Use delegated authority to withdraw any equipment from use or stop any practice likely to cause danger to staff, service users or members of the public.

Contribute to the development of and negotiate, produce and implement Service Level Agreements for maintenance and estates services between the Trust and partner organisations.

  • Degree in Engineering discipline or appropriate experience.
  • MSc in Engineering discipline or equivalent engineering experience.
