Job summary
A vacancy has arisen for a full time EPR Digital Programme Manager, Band 8B, to work within the B.Digital Division of Blackpool Teaching Hospitals NHS Foundation Trust.
There is also a 2 year fixed term EPR Digital Programme Manager to support the ICS EPR Programme which Blackpool Teaching Hospital will deploy as part of the NHSE Frontline Digitisation Programme
Each Digital Programme Manager will provide expert programme management for the EPR programme, overseeing various workstreams supporting the procurement and successful implementation of the chosen system within the programmes' timeframe and budget. The role holder will also be responsible for establishing and embedding cultural change across the organisation, working closely with transformation leads.

The Trust is working in partnership with Acute partners in the procurement of a region wide Acute Electronic Patient Record (EPR). The post-holder will work with internal and external stakeholders to procure and deploy the EPR in BTH in collaboration with partners.
As a cornerstone to the delivery of the Trust's Digital Strategy, the EPR Programme will underpin everything we do for our patients and carers, people, and communities, as well as creating a working environment that enables our staff to deliver the best care they can, every day. Key to the success of the EPR will be the engagement and involvement of service users and staff in building, then delivering the transformation.

The post-holder is directly accountable and responsible to the Digital Programme Director and will be expected to show considerable initiative in identifying solutions to business problems and in championing innovation and change within the Trust. Acting as a programme and project management specialist on a number of projects, embed excellent programme and project management disciplines to deliver projects on time, within budgets and to the set quality standards required to achieve identified deliverables and associated benefits.

- Overall management of the EPR Digital programme office.
- To plan and manage a series of complex projects supporting digital transformation within the Trust
- Effectively cope and deal with inherent complexity, risks, problems and challenges.
- Contribute to planning and development of the Digital service to deliver local and national requirements.
- To contribute to the development and implementation of the Trust's Digital strategy.
- To engage all stakeholders in the change process, including clinicians, managers, administrators and other healthcare professionals.
- To develop programme and project planning documentation and to ensure that risks are being tracked and mitigated as effectively as possible.
- To prepare reports for Project/Programme Boards and Digital Committee
- Contribute to EPR developments across the ICS.
- Accountable for the project management and tracking of all projects within the EPR Programme.

- Educated to Masters level (or equivalent qualification/experience) plus significant specialist experience
- A recognised project and programme methodology qualification e.g. MSP or equivalent experience in Programme Management
- Recognised management qualification or equivalent experience

- MSP/Prince2/Agile Practitioner
- Relevant business analysis or technical / informatics qualification
- Recognised qualification in management studies
Knowledge
Essential
- Specialist knowledge of programme management practices, tools & techniques and governance
- Available standards, methods, tools and applications for preparing and presenting business cases, invitations to tender and statements of requirements both orally and in writing
- Methods and techniques for managing contracts to ensure that suppliers adhere to agreed contract requirements
- Principles, methods, techniques and tools for the preparation and monitoring of multi- million pound budgets to minimise costs and ensure cost-effectiveness
- Understanding of the NHS, Strategic Direction and political drivers

- Proven ability and supporting experience of managing the entire programme lifecycle and application of the principles, methods, techniques and tools to deliver a large programme of projects and related activities

- Demonstrable experience of Supplier Management in accordance with contractual obligations
