NHS Commercial Solutions (NHSCS) is a collaborative procurement NHS organisation providing strategic procurement services to NHS organisations within Kent, Hampshire, Surrey, Sussex and further afield. NHSCS has delivered savings in excess of �270 million working in partnership with trusts and with multiple stakeholders to deliver cash releasing savings, cost and quality improvements across a wide range of categories.

This is an exciting new opportunity for a Sustainability and Social Value Manager to establish a new Sustainability and Social Value programme of support to NHSCS and its members. The role will include extensive engagement with our member NHS organisations and a wide range of stakeholders, based locally, regionally and nationally, including NHS-England, DHSC and others.

This is a pivotal post with responsibility for the strategic development and management of Sustainability and Social Value programmes in the South East. We are looking for a highly motivated, enthusiastic individual wanting to make a positive difference in the NHS. The successful candidate should be able to demonstrate strong personal skills, and extensive experience and enthusiasm for sustainability and social value. They will also be a good communicator, have a strong people focused approach, and broad commercial acumen.

Main duties of the job

You will be the principal expert in Sustainability and Social Value for the organisation, leading a number of initiatives on behalf of its members, providing strategic leadership and responsibility for multiple procurement programmes to improve value and quality for member trusts.

You will act as an ambassador for NHSCS and senior stakeholders, Board and Executive Director level member Trusts on the Sustainability and Social Value agenda. Working closely with key stakeholders and internal and external customers, you will set up and support collaborative project groups working at all levels of stakeholder seniority.

As an integral part of the NHSCS team you will need to be able to:
  • Implement sustainability strategies for NHSCS and its members, which will include all aspects of social value. Specific considerations will include carbon reduction, environmental impacts, sustainable development, modern slavery, supplier diversity and resilience, plus a wide range of other environmental and socio-economic factors.
  • Work with our existing teams to operationalise strategic and operational initiatives working with both NHSCS and member trust teams.
  • Embed sustainable principles and innovative approaches into our procurement portfolio and practices.

Skills, experience, and a passion for this subject area are essential, together with a need for strong practical implementation experience.

Job Overview

NHSCS is part of Surrey and Borders Partnership NHS Foundation Trust and provides procurement services to public sector organisations (primarily NHS Trusts/Foundation Trusts) throughout the UK. This is a pivotal post with responsibility for the strategic development and management of Sustainability and Social Value programmes in the South East. The post holder will provide strategic leadership and responsibility for multiple procurement programmes to improve value and quality for member trusts. The post holder will be the principle expert in Sustainability and Social Value for the organisation, leading a number of initiatives on behalf of its members.

This role will report into the Specialist Commercial Manager.

The Sustainability and Social Value Manager role has responsibility for the following activities:
  • To establish the Sustainability and Social Value approach in the South East for member trusts
  • To lead, implement, and act as subject matter expert on sustainability strategy for NHSCS and member Trusts procurement activity.
  • To operate across and develop a profile across the membership, other public sector anchors in the South of England and nationally including the Greener NHS and external professional sustainability circles to promote the work of NHSCS and member Trusts as an exemplar of best practice.
  • To provide specialist knowledge and advice on Sustainability strategy development and implementation across the whole range of clinical and non-clinical activity.
  • To support the development and delivery of a strategic and operational procurement sustainability and social value service
  • To influence stakeholder behaviour and engagement by driving forward compliance with environmental legislation, best practice and cutting edge leadership in all aspects of sustainability and working towards Net Zero government targets
  • To manage and build relationships within multi-disciplinary procurement project teams
  • To embed sustainable principles and methodologies of innovation into the procurement portfolio.
  • To act as an ambassador for NHSCS and senior stakeholders, up to Board and Executive Director level within member Trusts on the Sustainability and Social Value agenda.
  • To develop and implement performance measurement frameworks for Sustainability and Social Value and governance across NHSCS and member Trusts to evaluate the impact of the strategy.
  • To deliver significant customer value/ highly sensitive or highly contentious information where there have been significant barriers to acceptance which needed to be overcome
  • Liaise with and manage external contractors on sustainability and social value initiatives, maintaining effective partnership working whenever external procurement sustainability resource is required
  • Provide specialist procurement sustainability support and advice to budget holders, commissioners and other partners
  • Be responsible for maintaining communications around any current procurement sustainability and for preparing briefings for Directors and drafting Board papers as appropriate
  • Be responsible for maintaining the integrity of the overall approach and ensuring systems and processes for procurement are appropriate, fair transparent and non-discriminatory in line with national policy and relevant legislation
  • Work with the Heads of Procurement across the group to ensure the Executive Team has the necessary information to make informed decisions with regard to the best practice procurement approach
  • Advise on the impact of the procurements sustainability initiatives and the implementation of NHS policy or initiatives and service developments
  • Develop and contribute to procurement sustainability methodologies, policies and procedures.
  • Setting up and working with collaborative project groups, working at all levels of stakeholder seniority

Qualifications

Essential

  • Educated to a Masters level or equivalent experience working at a senior level in a specialist area in the Sustainability and Social Value industry (public or private sector)
  • In-depth expert knowledge acquired over a significant period of time across the following relevant areas:

  • oModern slavery and labour standards
  • oSocial value
  • oProcurement
  • Subject matter expertise across a number of key areas relating to sustainable procurement and sustainable supply chain programmes and relevant organisations operating in the delivery of Sustainability and Social Value solutions
