A new and exciting opportunity has arisen for a Strategic Planning Manager. The role is a key strategic role based in the Trust's Planning and Partnerships Team. The post holder will work closely with a broad range of stakeholders, including clinical and corporate services to ensure that the Trust's Strategy is developed and monitored effectively, and that clinical service plans and reviews are undertaken which align to the Trust Strategy and the Trust's operational plans. The post holder will also play a key role in developing and improving the Trust's strategic planning capability and processes.

Main duties of the job

As a Strategic Planning Manager you will -

Strategy Development
  • Periodically refresh & update the Trust's 5-year Strategy
  • Develop a strategic governance framework
  • Lead the process for monitoring of enabling strategy milestones
  • Communicate with & influence a wide range of colleagues to update the Trust Strategy & maintain a communications plan
  • Work closely with the Head of Strategic Planning to develop & co-ordinate an annual business development plan for the Trust

Strategic Service Reviews
  • Lead the delivery of complex clinical service reviews
  • Manage the service review pipeline, including planning & delivery of the reviews & managing delivery expectations
  • Maintain & continuously improve the service review framework
  • To work with other members of the Strategic Planning Team to ensure that there is good inter-connectedness between the Trust Strategy, clinical service planning & annual planning

People and Relationship Management
  • Influence & negotiate with other senior managers & colleagues in clinical & corporate services to shape clinical service reviews
  • Secure resources to support delivery of service reviews & manage resources either directly or indirectly to deliver
  • Collaborate with external stakeholders including partners in the Integrated Care System to ensure the Trust's Strategy is aligned to the Integrated Care System Strategy
  • Deputise for the Head of Strategic Planning to support & line manage colleagues & attend internal & external meetings as & when required

Qualifications

Essential

  • Educated to degree level or equivalent qualification/experience.


Desirable

  • Project/Programme management qualifications (e.g., PRINCE2, MSP or similar)


Training

Essential

  • Computer literacy and able to use relevant IT systems.


Knowledge

Essential

  • A good understanding/awareness of NHS context, challenges and opportunities
  • Knowledge of strategy development approaches in the health and/or social care sector
  • A sound understanding of change management models and service transformation
  • Knowledge of benchmarking data analysis tools, techniques and frameworks
  • Evidence of ongoing professional development


Desirable

  • oAn understanding of the strategic challenges and opportunities facing community and mental health providers.


Experience

Essential

  • Leading strategy development and implementation in a large, complex organisation
  • Experience of leading complex clinical service reviews independently, working across a broad range of stakeholders
  • Developing relationships and working in partnership with a wide range of teams and autonomously to deliver change initiatives
  • Analysing and interpreting a broad range of qualitative and quantitative data to make informed business decisions
  • Analysing and reporting on current performance and identifying areas for concern


Desirable

  • Experience of leading strategic change programmes.
  • Experience in establishing new systems and processes


Skills

Essential

  • Strong negotiating, influencing and resource management (direct or indirect) skills
  • Excellent communication skills including verbal and written, able to communicate and present at all levels internally and with external partners and able to facilitate constructive dialogue
  • Excellent relationship management skills - ability to engage at all levels in a collaborative style that promotes effective joint working
  • Strong planning and organisational skills with the ability to work at both the strategic level and with operational teams on the detail to support delivery of plans


Desirable

  • Skills or qualifications in specific BI software tools e.g. Power BI, Tableau
