A part time job-share post has become available within the Pharmacy Homecare & High Cost Drugs Team.

The post holder would be responsible for the joint management of high cost drugs and homecare services within the Trust ensuring prompt processing of prescription requests and subsequent payments. They would be expected to provide a co-ordinated pharmaceutical service which is broad-based, patient-focused, cost-effective and efficient, promoting safe, legal, rational and economic use of medicines and all allied products to all clients.

Main duties of the job

  • Managing a small team of Pharmacy assistants, overseeing the day to day running of the Pharmacy Homecare service
  • To ensure that effective monitoring systems are in place for recording use of HCDs and that appropriate audit and data analysis, against agreed criteria, are undertaken.
  • To use BlueTeq or other prior approval systems and be an expert user ensuring that all appropriate clinicians and other users are trained to use these systems and are supported.
  • To be responsible for monitoring, projecting and reporting on HCD expenditure in conjunction with the Chief Pharmacist, demonstrating productivity, quality and efficiency gains as a direct result of their work by using JAC/CMM and other recognised benchmarking systems.
  • To ensure that the procurement of and billing for homecare services to commissioners is maintained in a timely manner.
  • To co-ordinate with multidisciplinary teams the development, review and implementation of new or revised Service Level Agreements for homecare services.
  • To investigate, develop and report on the current and future processes for patients consenting to receive homecare medicine management.
  • To develop and implement procedures for homecare, ensuring compliance with current homecare medicines management guidance and contributing nationally to the development of homecare medicines management guidance and policy.
  • To manage other staff in the homecare and high cost drug team ensuring Trust and departmental procedures are adhered to and followed.

Job description

Job responsibilities

  • Managing a small team of Pharmacy assistants, overseeing the day to day running of the service across both sites.
  • To prepare the Trusts monthly billing report for high cost drugs (HCDs) for submission to finance and investigate and resolve all subsequent associated challenges.
  • To ensure that effective monitoring systems are in place for recording use of HCDs and that appropriate audit and data analysis, against agreed criteria, are undertaken.
  • Working with the Principal Pharmacist, Biologics, to develop systems for identifying and reviewing adherence to NICE guidance specific to HCDs.
  • To use BlueTeq or other prior approval systems and be an expert user ensuring that all appropriate clinicians and other users are trained to use these systems and are supported.
  • To be responsible for monitoring, projecting and reporting on HCD expenditure in conjunction with the Chief Pharmacist, demonstrating productivity, quality and efficiency gains as a direct result of their work by using JAC/CMM and other recognised benchmarking systems.
  • To provide professional and independent advice to planners, commissioners and divisions to ensure that any relevant financial and operational implementation issues for NICE Technology Appraisal Guidance are identified and articulated at an early stage.
  • To support the Chief Pharmacist and commissioners with horizon scanning, business planning, budget setting and contracting processes for HCDs and other specialist medicines, developing consistent commissioning policies and protocols for those high cost treatments that sit outside NICE recommendations.
  • To liaise regularly with the finance and contracts team, carrying out regular sample testing of monthly reporting of recharges to ensure it is accurate and reflects approved use of HCDs.
  • To provide specialist advice on medicines and processes associated with high cost drugs and homecare medicines management to patients/carers, members of the multidisciplinary team and homecare contractors.
  • To manage drug recalls relating to homecare medicines.
  • To ensure that the procurement of and billing for homecare services to commissioners is maintained in a timely manner.
  • To co-ordinate with multidisciplinary teams the development, review and implementation of new or revised Service Level Agreements for homecare services.
  • To investigate, develop and report on the current and future processes for patients consenting to receive homecare medicine management.
  • To co-ordinate service review meetings for homecare medicines management working closely with homecare companies, pharmacists, nurses, doctors, other healthcare staff and patients.
  • To produce quarterly reports on quality and financial indicators on all homecare medicine services and in conjunction with the Chief Technician, Medicines Procurement and IT, monitor key performance indicators.
  • To work with the Chief Technician Medicines Procurement and IT to liaise with homecare companies over problems with prompt payment of invoices for homecare services and to ensure homecare service medicine prices are kept up to date with homecare companies.
  • To develop and implement procedures for homecare, ensuring compliance with current homecare medicines management guidance and contributing nationally to the development of homecare medicines management guidance and policy.
  • To develop a single point of access for patients, homecare companies, clinicians and clinical nurse specialists.
  • To attend on behalf of the Trust any relevant local and national prescribing committees, establishing links nationally and regionally with other technicians in homecare services in order to share best practice.
  • To manage other staff in the homecare and high cost drug team ensuring Trust and departmental procedures are adhered to and followed.
  • To liaise with Chief Technician Medicines Procurement and IT and Deputy Chief Pharmacist, Operational and Patient Services to make alternative arrangements and ensure seamless supply of medication to patients should a homecare provider fail to provide a supply or service on a temporary or permanent basis.
  • To support the Medicines Management team with immunoglobulin requests and the work of the Immunoglobulin Assessment Panel. To be responsible for all aspects of the Department of Health national database and the submission of quarterly reports.
  • To manage Freedom of Information requests where relevant to high cost drugs within accepted timescales, receiving and co-ordinating responses, arranging the collection of data either personally or delegating to a suitable member of staff, liaising with Chief Pharmacist, Chief Technician Medicines Procurement and IT or other senior staff as appropriate and issuing replies in a suitable format.

Qualifications

Essential

  • BTEC in pharmaceutical science or NVQ level 3 in pharmacy services or equivalent

  • Supervisory or management qualification

  • Registered with the GPhC


Experience

  • Significant Hospital Pharmacy experience
  • Good working knowledge of CMM/JAC
